Dubai breaks ground on two flagship health projects under Dh1.3bn expansion plan
Both projects are scheduled for completion by November 2027
DUBAI – Dubai Healthcare City Authority (DHCA), the governing body of Dubai Healthcare City (DHCC), has officially broken ground on two flagship developments, PIXEL DHCC and IBN SINA+, as part of its Dh1.3 billion development programme.
The milestone marks the beginning of the first phase of a wider transformation strategy aimed at strengthening Dubai’s position as a global hub for healthcare investment. Both projects are scheduled for completion by November 2027 and are expected to significantly enhance the emirate’s integrated healthcare ecosystem.
The developments align with broader national priorities, including the Dubai Economic Agenda D33 and the UAE Net Zero 2050 Strategy, reflecting a focus on sustainability and long-term economic diversification.
The groundbreaking ceremony brought together senior leadership and key stakeholders from across the healthcare, architecture and development sectors. Among those present were Issam Galadari, CEO of Dubai Healthcare City Authority; Dr Khalil Charif, Managing Partner of International Foundation Group LLC (IFG); Roula El Hachem Terrien, CEO at Design and Architecture Bureau (DAR); and James Abbott, Group Director at P&T Architects and Engineers Ltd. Senior officials from DHCA also attended the event, highlighting the strategic importance of the developments within the free zone. During the ceremony, Issam Galadari emphasised that the projects mark a significant step in delivering the Dh1.3 billion programme and strengthening DHCC’s position as a global healthcare and wellness destination.
PIXEL DHCC
PIXEL DHCC is designed as a LEED Platinum-certified office building, the first of its kind within DHCC, reflecting a strong commitment to sustainable development standards. Designed by P&T Architects and Engineers Ltd, the building spans 13,000 square metres across nine floors. It will offer a flexible combination of office units along with ground-floor commercial spaces, catering to healthcare-related businesses and supporting services.
The project is intended to attract investment, including foreign direct investment, by providing a modern, energy-efficient workspace within a specialised healthcare environment. Its design and certification align with DHCA’s broader ambition to create a future-ready business ecosystem that integrates sustainability with operational efficiency.
IBN SINA+
IBN SINA+ represents a purpose-built medical complex designed by Dubai-based DAR, expanding the existing IBN SINA facility within DHCC. The development covers 5,800 square metres across five floors and will include multi-functional surgical suites, diagnostic facilities, outpatient services, and medical office spaces. Structured as a shell-and-core facility, it is designed to accommodate a wide range of healthcare providers and specialists, enhancing clinical capacity within the district.
The extension aims to strengthen DHCC’s ability to support growing demand for advanced healthcare services, while reinforcing its role as a comprehensive medical hub. In parallel, DHCA is also delivering supporting infrastructure across the district to improve accessibility and ensure the growing community’s operational needs are met.
